What F-GAS gases are

Fluorinated greenhouse gases (F-GAS) include hydrofluorocarbons (HFCs), perfluorocarbons (PFCs) and sulfur hexafluoride (SF6). They are widely used in commercial and industrial refrigeration and air conditioning systems thanks to their thermophysical properties.

EU Regulation 517/2014 introduced a progressive reduction mechanism (phase-down) of HFC availability in Europe with the aim of cutting greenhouse gas emissions from the sector.

HFCs (Hydrofluorocarbons)

The most widespread: R410A, R32, R404A. Undergoing progressive reduction down to 85% by 2036.

Alternative natural gases

R290 (propane), R744 (CO2), R717 (ammonia): exempt from F-GAS restrictions but require specific training.

GWP (Global Warming Potential)

The GWP value indicates the global warming potential. F-GAS gases have a GWP from 150 (R32) up to 3,922 (R404A).

Obligations for companies

Maintenance companies operating on systems containing F-GAS are subject to specific legal obligations, both organizational and documentary.

Equipment register

Obligation to keep and update the register for every system containing >3 kg of F-GAS (or ≥5 t CO2eq for hermetically sealed systems).

Service report

Every service job on F-GAS systems must be documented with date, type of gas, quantity recovered/added and the signature of the certified technician.

Certified personnel

Only technicians holding the F-GAS licence (Cat. I, II, III or IV) can work on equipment containing fluorinated gases.

ISPRA Portal

Mandatory annual reporting to the Ministerial Portal (ISPRA) of the quantities of F-GAS used, purchased and recovered.

Mandatory inspection frequencies

The frequency of leak inspections depends on the amount of refrigerant contained in the system, expressed in tonnes of CO2 equivalent (t CO2eq).

*Calculated as: kg × GWP / 1000. Example: 100 kg R404A (GWP 3,922) = 392 t CO2eq → inspection every 6 months.

F-GAS licences and certifications

Italian Presidential Decree (DPR) 43/2012 (the Italian transposition of the European Directive) defines 4 certification categories for F-GAS operators:

Category I

All activities on systems with any quantity of F-GAS. The most comprehensive, enabling every type of service job.

Category II

Service jobs on systems with a charge of up to 3 kg (or 6 kg for hermetically sealed systems).

Category III

F-GAS recovery only (no recharging). Operators in charge of collecting and managing fluorinated gas.

Category IV

Leak inspections on systems with a charge ≥3 kg. Does not authorize recovery or recharging.

Licences are issued by certification bodies accredited by Accredia and are valid for five years. Renewal requires professional updating.

Penalties and liability

Italian Legislative Decree (D.Lgs.) 5/2020 updates the Italian penalty framework for violations of the F-GAS Regulation. Penalties can be significant:

Joint liability: In the event of a violation, liability can fall on both the operator and the maintenance company. It is essential to document every service job accurately and to keep the records for at least 5 years.
